About the Task Force Chair:
William C. McConnell III, P.E., BCEE, is an Associate with CDM Smith. He has more than 20 years of experience in the planning, design, construction, and operation of water and wastewater treatment facilities and specializes in wastewater treatment process design. At CDM Smith, he serves as lead process engineer on a multitude of projects and his responsibilities include process evaluation and selection and identification and analysis of innovative technology advancements. Mr. McConnell is a member of the Water Environment Federation’s (WEF’s) Municipal Wastewater Treatment Design Committee, is an active participant in national and regional conferences, and has contributed to many industry manuals and guidelines regarding wastewater treatment, including WEF’s Design of Municipal Wastewater Treatment Plants (2010) and the New England Interstate Water Pollution Control Commission’s TR-16 Guides for Design of Wastewater Treatment Works (2011).
